I think it has to do with Mission 11 or a Tunnel!
If you give a tour, here's what it says:
"Here we are at the Mine... ... where it looks like there's been a rockslide! Help to dig away the rubble... You can pick up a hard hat at the Gift Shop!"
Hmmmm... they made me all curious now :D
